In Delhi, the state government says pollution is mainly due to stubble burning, the responsibility of other neighbouring states (especially those governed by other parties). They, in turn, point to data which says that pollution due to stubble burning is but a small percentage and that too ends in November. Similarly, ritualists and enthusiasts claim the same for crackers: at most they cause a few-days' spike. As our previous column noted, we hardly ever get to the real culprit, the root cause.
