A fine system to prep the market
The stock market has long being derided as a casino, and for good reason. Its abili- ty to generate wealth often bene ts a wealthy elite—its tradable value of less than a third of GDP is small compared to even emerging mar- kets’, where it is closer to 100%.
Despite theses handicaps, the potential for the stock market to channel savings to fund long-term infrastructure is tremendous. e potential that a wide section of the population may then enjoy higher long-term returns is high, provided its image and trust issues can be overcome.
Malaise of rogue stockbrokers, manipulative rich investors and an incapable capital market regulator decimated trust in the fairness of the Sri Lankan capital market. e law governing the market is now undergoing a major overhaul, in- troducing among other things the ability for the regulator to impose nes on insider dealings, like would a court of law.
The proposed new SEC Act is sub- jective in many crucial areas. at’s the weakness. However, given the humiliation the SEC had to undergo over the past six years, perhaps it’s better that it now be able to bite in- stead of meekly bark. Six years after the price collusion crisis ended, the stock market is still listless, just like the economic fundamentals. e passage of the new SEC Act will set the stage for the painful process of regaining market trust.
