Satuan Kerja Khusus Minyak dan Gas Bumi (SKK Migas), penerus BP Migas, harus berjuang mengembalikan jatidiri dan mengejar target lifting migas setelah didera isu miring soal suap. Tarik menarik kepentingan besar masih kuat di rumah migas ini.

November 2013, tepat setahun akhir tragis kisah Badan Pelaksana Hulu Minyak dan Gas (BP Migas).Pada sidang terbuka, 13 November 2012 lalu, melalui Surat Keputusan bernomor MK No 36/PUU-X/2012, Mahkamah Konstitusi memutuskan untuk membubarkan BP Migas.

Mahkamah membatalkan pasal 1 angka 23 dan pasal 4 ayat, pasal 41 ayat 2, pasal 44, pasal 45, pasal 48, pasal 59 huruf a dan pasal 61 dan pasal 63 UU Migas bertentangan dengan UU 1945. Pasal yang dianulir tersebut menyatakan bahwa pengelolaan migas ini diserahkan ke BP Migas yang merupakan wakil pemerintah.
Mahkamah membubarkan BP Migas karena dianggap telah melakukan inefisiensi terhadap kekayaan rakyat dan bertindak seolah-olah sebagai pemilik migas. Seharusnya, seluruh aktivitas pengelolaan kegiatan hulu migas dilakukan atas seizin pemerintah.

Mahkamah juga menganggap BP Migas rentan terhadap penyalahgunaan kekuasaan dan proasing.

Para calon kini sudah mulai berkampanye dan beriklan, meskipun musim kampanye belum dimulai. Di televisi, koran, dan baliho, mereka tampil simpatik, religius, dan kesatria. Di hotel dan resto mewah, di warung kopi, di tengah-tengah pengajian, di kawasan kumuh, bahkan di wilayah perbatasan mereka memberi perhatian khusus kepada kita semua, dengan harapan kelak bisa memilihnya.

Pada satu kesempatan mereka tampil bagaikan ulama, pada kesempatan lain mereka tampil seperti artis, hingga kita susah membedakan mana artis, mana ulama, dan mana calon presiden. Waktu terasa begitu berharga buat mereka. Tak ada celah untuk tidak berkomunikasi dengan masyarakat. Mereka menjual mimpi, seakan di tangannya, Indonesia akan berubah menjadi negara yang makmur, damai, dan sejahtera. Indah sekali.

Isu-isu penting di negara ini mereka uraikan dan carikan jalan keluarnya. Mereka fasih bicara kemiskinan, keterbelakangan, pendidikan, transportasi, dan bencana alam, tetapi ada yang lupa yang mereka kampanyekan, yakni sektor energi.

Ajang konvensi ini, seharusnya bisa digunakan untuk menemukan pemimpin yang benar-benar mempunyai visi kemandirian dan ketahanan energi. Dua isu ini yang mutlak harus dikuasai oleh Presiden Indonesia mendatang. Betapa tidak, tanpa kemandirian dan ketahahan energi, perjalanan bangsa ini akan terseok-seok. Kita sangat tergantung kepada bangsa asing, kita akan menjadi bangsa yang konsumtif. Kita tak punya bargaining power apapun. Kalau tidak dipikirkan sejak sekarang, maka kita pasti akan menjadi negara dengan impor energi terbesar di dunia.

Untuk mencapai kemandirian dan ketahanan energi, pemerintah harus merumuskan perencanaan yang jelas dan matang. Dengan demikian, negara ini bisa mencapai swasembada energi. Untuk bisa mencapai swasembada energi, teknologi harus dikuasai untuk mengahasilkan energi baru serta harus terus dikembangkan. Pemanfaatan energi baru dan energi alternatif membutuhkan proses yang lama, oleh karena itu harus dimulai dari sekarang. Tanpa dukungan pemimpin bangsa ini, rasanya agak sulit rencana besar tersebut dapat diwujudkan. Maka, sangat penting untuk mencari pemimpin yang pro dan peduli terhadap sektor energi.

Presiden mendatang juga harus menjadi wadah untuk mencari dan memberikan kesempatan kepada orang-orang mempunyai kepedulian terhadap sektor energi. Sektor energi merupakan sektor yang sangat penting, menguasai hajat hidup orang banyak, untuk itu perlu pemimpin yang berwawasan luas dan mempunyai visi mengenai sektor energi. Masyarakat tentu berharap konvensi capres ini tidak hanya menjadi ajang bagi partai untuk menggalang dana kampanye atau menaikkan elektabilitas partai semata. Akan tetapi, sebagai ajang untuk mencari calon pemimpin yang bekualitas, prorakyat, mempunyai visi terhadap ketahanan energi, serta kemandirian bangsa.

Presiden mendatang juga harus menguasai persoalan energi tanah air. Presiden mendatang jangan hanya puas bahwa Indonesia memiliki banyak sumber energi, tapi tak mampu mengelolanya. Presiden mendatang harus bisa menjadi pelopor pelaksanaan diversifikasi energi, pemanfaatan energi terbarukan, penguasaan ilmu dan teknologi serta mencari sumber-sumber energi baru lainnya.

Kita jangan hanya menjadi penonton. Pada saat negara maju sudah merintis pemanfaatan shale gas, kita sibuk dengan tabung gas yang meledak. Pada saat negara maju sudah menemukan teknologi penghemat bahan bakar, kita sibuk menimbun BBM. Pada saat negara maju sudah mampu meningkatkan kemampuan geothermal, kita malah cakar-cakaran mengurusi patok lahan kehutanan. Pada saat negara maju berhasil menciptakan listrik dari sampah, kita sibuk berantem dengan tetangga gara-gara membuang sampah sembarangan. Jangan sampai waktu dan energi kita habis untuk hal-hal yang remeh temeh. Paradoks-paradoks semacam ini harus segera diakhiri.

Mari, siapapun presidennya harus bisa mengubah mindset rakyat kita. Kita sudah tertinggal jauh dari negaranegara yang dulu berada di bawah kita. Di zaman sekarang capres tak cukup hanya ganteng, dekat dengan rakyat, dan pintar orasi. Capres sekarang harus tahu masalah energi, karena bangsa yang besar adalah bangsa yang menguasai energi.

Beware, Multidimentional Crisis

Rupiah price keeps slipping, now reaches 11,000 rupiah for one US dollars. This condition will lead to unfavorable situations. Commodity prices will fly high while people on the ground scream.

Rupiah crisis has struck the nation, rendering it powerless. The dependency on US dollars pushes our economy to unclear situation because commodities are decided based on US dollars.

Energy sector receives the most severe blow. Recently government increased the prices of fuel with subsidy from 4,500 rupiah to 6,500 rupiah a litre for Premium grade fuel and 5,500 for Solar grade fuel. Grassroot must endure the burden: prices of basic commodities skyrocketed in an instant, even higher than fuel price increase. The misery does not seem to come to an end. While inflation occurs because of fuel, rupiah is getting very weak.

Not only that, increase in global oil prices will haunt the economy. This could lead to government’s increased expense followed by commodity prices increase even more uncontrollably.

Our economy was relatively stable before new fuel price had been put into effect. There should have been no need to panic over crisis of economy in Europe. In fact, we could have been standing strong in terms of energy and food supply. We panic because we officially has become pure importer of oil and gas. Not only that, we also have become an importer for household goods and food.

The National Statistics Agency (BPS) noted there are at least nine kinds of food still being shipped to Indonesia, such as potato, cassava, oat, flour, soy bean, rice, corn, ginger, and fruits. The food is actually can be planted in Indonesia because this country has good climate. Ironically, we import them.

Other consumer goods like food, drink, cigarette, drug, cosmetics and other household are still imported. Even earpicks. Agus Martowardoyo, the Governor of the Bank of Indonesia keeps reminding government to maintain food supply. The central bank has noted that the inflation in July hiked 8.61%% or 3.29%% monthly. In line with monthly survey, inflation in August has reached over 1%%.

Government might warn, but how can this nation stand tall if its goods are still being imported. Not only that, government must learn to accept the situation. Like what is said by the Ministry of Social Affair Salim Segaf Al- Jufri. He insisted that weak rupiah exhange rate does not bring bad effect to people in middle and lower economic class. The effect is only felt by big business, especially, according to Salim, export and import business. Meanwhile, Salim sees that the middle and lower economic class can survive like what happened in 1998.

“Do poor people use dollar? What poor people get is the national product,” said Salim during his visit to a resident on Jalan Lebak Bulus V, Fatmawati, West Cilandak, South Jakarta, Saturday (August 24, 2013).

This fundamental problem can not be tackled with just warnings or putting down facts presented to government. There should be a real action. Government has issued four policies to respond this economical shake. But government must act fast to overcome this kind of situation.
