As Minnowbrook Conference IV approaches in 2028, it becomes imperative to re-imagine administration for a rapidly transforming world. When Luther Gulick spoke of integrating IT with governance, AI was inconceivable. Today, with IT increasingly AL-driven, Gulick's tenets demand fresh interpretation. India must lead the Minnowbrook IV Conference by rising to the occasion and presenting the world with an indigenous model of Al-enabled administration. In this pursuit, Odisha's proactive measures, including digital land records under Bhulekh, and data-driven monitoring in health and education, lay a robust foundation for advanced, intelligent administration.
