Administration forms the stable base upon which the dynamic processes of the state unfold, enabling the necessary churning that refines governance into effective policymaking. It is this stability when paired with adaptability that transforms a good society into a better one.

Contemporary Indian administration rests on Max Weber's rational principles, yet its value-laden foundations can be traced to Kautilya's Arthashastra—a blend of ancient wisdom and global best practices. As Minnowbrook Conference IV approaches in 2028, it becomes imperative to re-imagine administration for a rapidly transforming world. When Luther Gulick spoke of integrating IT with governance, AI was inconceivable. Today, with IT increasingly AL-driven, Gulick's tenets demand fresh interpretation. India must lead the Minnowbrook IV Conference by rising to the occasion and presenting the world with an indigenous model of Al-enabled administration. In this pursuit, Odisha's proactive measures, including digital land records under Bhulekh, and data-driven monitoring in health and education, lay a robust foundation for advanced, intelligent administration.
