Cebu City Council seeking clarity on 93-1 ownership

Although it previously appeared that the 93-1 lot issue had finally been settled under the current administrations of the Cebu City Government and the Cebu Provincial Capitol, city council officials are now seeking clarity from the Cebu City Legal Office (CLO) on the government's ownership of the lots after the negotiation timetable allegedly showed no agreement with the revocation.
In a privilege speech of Councilor Jocelyn Pesquera during the regular session yesterday (Wednesday), May 7, 2025, she stressed on the need to clarify the matter as their terms as city-elected officials will end this June 2025, with the midterm polls drawing near.
The privilege speech of Pesquera also came after Cebu City Mayor Raymond Garcia signed an executive order (EO) for the creation of the 93-1 Action Center and Helpdesk, which is responsible for assisting residents with prompt legal proceedings following sealed negotiations with the government.
Last month, Garcia and his aunt, Cebu Provincial Governor Gwen Garcia led the turnover of deeds of absolute sale to 16 lot owners in exchange of checks worth P22.3 million.
This came after the Pag-IBIG Fund purchased the Capitol-owned lots for the beneficiaries who are given 20 to 30 years to pay.
Gov. Garcia said this was the best solution to the problem of the residents that has been hounding them for decades.
But Pesquera pointed out that there were still questions that remain unanswered, particularly on the ownership of the lots.
