DPWH-7 to launch Oplan Kontra Baha

As part of the administration's whole-of-government and whole-of-nation approach to disaster mitigation and resilient urban management, the Department of Public Works and Highways Central Visayas (DPWH-7) will launch on Friday Oplan Kontra Baha in Cebu.

The program, first unveiled by President Ferdinand R. Marcos Jr. in Parañaque City on November 12, 2025, focuses on the regular clearing of debris and garbage from waterways and drainage systems, as well as ensuring the efficient operation of pumping stations to minimize flooding in low-lying areas.

Aside from Cebu and Metro Manila, Oplan Kontra Baha will also be rolled out in Bacolod, Roxas City, Bulacan, Pampanga, Cavite, Laguna, Pangasinan, Cotabato, Davao, Cagayan de Oro, and other flood-prone areas nationwide.

The multi-sectoral initiative aims to clear waterways, drainage systems, rivers, esteros, and other flood-prone infrastructure—particularly in urban centers—to reduce the frequency and severity of flooding. The initial phase of the program will run from November 2025 to July 2026.
