COA flags unliquidated funds, unused aid, delayed projects

SAN FERNANDO AUDIT REPORT
Unliquidated fund transfers, unutilized financial assistance, and unimplemented development projects were among the irregularities flagged by the Commission on Audit (COA) in the 2024 financial transactions of the Municipality of San Fernando, Cebu.
In its annual audit report, COA found that P5,428,562.39 released to various barangays remained unliquidated as of December 31, 2024—violating COA Circular 94-013, which requires implementing agencies to submit liquidation reports within 10 days after each month or project period.
These amounts have remained outstanding in municipal books for one to more than two years, while several barangays continued receiving additional releases despite failing to liquidate previous balances.
