The MoF is also required to act as the focal point for a programme on developing human resources for the industry to 2030 and beyond.

It must also study mechanisms allowing exemption or suspension of depreciation requirements for semiconductor laboratories and shared public assets serving innovation when calculating public service pricing.
Meanwhile, the Ministry of Foreign Affairs (MoFA) will boost international cooperation in semiconductors, mobilising resources in technology, training, and investment.
The MoFA must also enhance connections with global technology corporations, research organisations, and international experts, as well as introduce scholarships and training support programmes offered by foreign governments and enterprises.
Simultaneously, it is also requested to strengthen external communications to promote Vietnam as an attractive destination for high-tech investment.
In addition, authorities of provinces and cities are required to prepare synchronised infrastructure while improving the investment and business environment, accelerating administrative reforms, and promptly addressing issues. They are also encouraged to adopt appropriate support policies to draw in high-tech projects and develop semiconductor industry hubs in Vietnam.
