DPWH-7 Regional Director Danilo J. Villa Jr. underscored that while the department is committed to immediate response and long-term mitigation projects, solving Metro Cebu’s flooding problem requires a community-wide effort.

“Flooding is not just an engineering issue—it is a community concern, We call on everyone to observe proper solid waste disposal and help keep our waterways clear. Only by working together can we reduce the impact of flooding in Metro Cebu,” Villa said.

With support from the tri-city district engineering offices (Cebu City DEO, Cebu Ist DEO, and Cebu 6th DEO), DPWH-7 is also coordinating with local government units and stakeholders to develop sustainable solutions.

Meanwhile, in the wake of the August 15 flash floods that inundated parts of Mandaue City within minutes, the Mandaue City Council is pushing for stronger early warning systems to protect communities along the Butuanon River and other flood-prone areas.

Two resolutions sponsored by Councilor Carlo Pontico Fortuna have been approved yesterday urging the Department of Environment and Natural Resources (DENR), Department of Science and Technology (DOST), and Cebu City Disaster Risk Reduction and Management Office (DRRMO) to establish an Early Warning System (EWS) at the headwaters of the Butuanon River.
