Cebu gets P150MW power boost as Aboitiz expands Toledo plant

Toledo City, Cebu — Aboitiz Power Corp has broken ground on a 150-megawatt expansion of its Therma Visayas Inc. (TVI) plant in Toledo City, a move aimed at easing tight electricity reserves in Cebu and the wider Visayas grid as demand continues to outpace supply.

The cornerstone-laying ceremony on Friday marked the launch of Unit 3, a brownfield development that will increase TVI's capacity from 300 MW to 450 MW.
Completion is targeted for 2028, with the plant expected to provide much-needed baseload power in a region that has increasingly depended on imported electricity from Luzon and Mindanao.
"This project strengthens the reliability of supply at a time when Cebu is at the forefront of national economic growth," said Aldo Ramos, chief operating officer of AboitizPower's Transition Business Group.
"Unit 3 will not only close Cebu's current generation deficit but also provide stable, dependable capacity to underpin the region's development," added Ramos.
Cebu, the country's second-largest economy, accounts for half of the Visayas' power demand. Peak demand on the island is projected to rise from 1,223 MW in 2024 to nearly 1,400 MW by 2026.
