The decision to sign the memorandum of understanding for the implementation of PM SHRI scheme was taken without prior consultation with senior ministers of the coalition’s partner party.
The Communist Party of India, which has revolted against the decision, learnt of the deal from media reports. The education department and the general administration executed the memorandum of understanding despite the coalition partner’s objections and without a full cabinet decision.
