We assess our water resources, but this is not as complete as we would like it to. We see disputes in India over basic issues like dams and the sharing of water between states. The worst of all, there is a terrible shortage of safe drinking water in India. The issue talks in detail about these problems, and how India needs a far reaching policy for its water resources both in theory and practice.
