City cards equal to the number of players, plus one, are drawn for the city display. The action deck is shuffled, and six are drawn to form the action display. The carbon tower is started by stacking three carbon blocks on top of each other. On your turn, you must take three actions. There are three actions to choose from and you can perform them in any combination. You can take a card from the action card display; if you have six or more cards in hand, you must add one carbon block to the carbon tower. You can play a card from your hand, and if you play a power plant you must add a carbon block to the tower. You may then activate a power plant type.
