"I feel that there are still competent people there at the DPWH. There are still many of them," he said in Filipino during an interview with "Storycon" on One News yesterday.

"What happens there is people get absorbed by the system. Of course, in one district they know that there is corruption. Some may want to get a cut as well... That, I think, is what happened here," he added.

Singson said he is pleased that Dizon has started a "clearing house" to purge the agency of those involved in corruption.

"It's very clear who approved (the projects) at the district, who inspected it, who conducted the bidding and who made the final payment. All of that has a paper trail. The money would not have been released without someone's approval," he explained.

"I'm happy that he started sacking people. Clearly, many are at fault," he added.
