House plenary set to tackle impeach raps vs VP
The Philippine Star
|February 23, 2026
The four impeachment complaints against Vice President Sara Duterte are expected to be referred to the House of Representatives’ committee on justice anytime this week, following their transmittal to the office of Speaker Faustino Dy III.
-
The four complaints, filed one after another by the Makabayan bloc, Tindig Pilipinas, church and religious groups led by lawyer Amando Virgil Ligutan, and lawyer Nathaniel Cabrera - are expected to be included in the House plenary’s order of business today.
The House leadership, as a matter of procedure, will transmit the four petitions to the justice committee chaired by Batangas Rep. Gerville Luistro, whose panel will initially determine whether the complaints have satisfied the requirements for sufficiency in form and substance.
Officials and members of the Luistro committee will also decide whether they still need to discuss the merits of the complaints, or send them directly to the House plenary where votes of one-third of the total 318 House members will mean a Senate trial.
