Assembly Passes Motion Against UGC Draft Norms

The Tamil Nadu Assembly on Thursday adopted a resolution moved by Chief Minister MK Stalin urging the Union Ministry of Education to withdraw the draft regulations released by University Grants Commission (UGC) on appointment of vice-chancellors (V-Cs).

The draft norms are against fundamental principles of the Constitution and federalism, the resolution said.

The CM said if the union government fails to change its course regarding the draft norms even after the passage of the resolution, the state will approach courts and take the issue to the people.

Stating the UGC's draft is based on the National Education Policy 2020, the resolution said the proposed measures would adversely affect the future of the youth and the state's strong higher education infrastructure established on the principles of social justice.

"Therefore, the House unanimously urges the Union Ministry of Education to immediately withdraw two draft regulations and the guidelines for the appointment of V-Cs," the resolution said.

THE other two draft regulations referred to in the resolution were released by UGC earlier regarding minimum qualification for undergraduate and postgraduate courses and regarding the appointment and promotion of staff in higher education institutions.
