Speaking at a meeting of various industrialists held at the Dr V S Acharya Hall in Udupi Zilla Panchayat Office here recently, Kota said that, as per the recommendations of Dr Sarojini Mahishi's report, it is mandatory to provide 70% employment to locals in small industries,
