'Strict' rules stall promotions for 9K ministerial staff in municipal corpns

NEARLY 9,000 ministerial staff working in municipal corporations across Tamil Nadu are voicing frustration over being denied promotions due to what they describe as excessively rigid provisions in the Tamil Nadu Urban Local Body Rules, 2023.
The new rules, in force since April 13, 2023, have altered eligibility criteria for promotions, extending the required years of service for certain posts from two or three years under the 1996 rules to as many as five years. Additionally, staff must now clear two examinations, Part 1 and Part 2, to move from Junior Assistant to Assistant, whereas earlier only one test was required.
