TWENTY years after the Right to Information (RTI) Act came into force, Gujarat’s transparency story shows governance gaps.

Citizens have so far filed over 21 lakh RTI applications, but weak proactive disclosures, a poor penalty record, and failure to protect whistleblowers have turned a reformative exercise into an accountability crisis, according to the latest report by NGO Mahiti Adhikar Gujarat Pehal (MAGP).
