"We look at the treaty as addressing plastic pollution unambiguously, and not to delve into regulating the production of primary plastic polymers. Also, there should not be a global listing of products or chemicals with phase-out dates at this stage," Neelesh Kumar Sah, joint secretary in Ministry of Environment, Forest and Climate Change told delegates.
He stressed that all decisions must be made by consensus, including on amendments or annexes, warning that allowing votes would undermine equity. "In every meeting, we are working with the assurance of the INC Chair that Rule 38.1 regarding decision by voting on substantive issues will not be invoked without final adoption of rules of procedure," he said.
