IN THE aftermath of genocides in which state-sponsored mass murder of civilians in the First and Second World Wars in the twentieth century to Gaza today the world vowed never again.
That promise was codified in the Universal Declaration of Human Rights, adopted in December 1948, seventy-seven years ago. It was meant to be a moral and red line that could not be crossed.
Yet never again has it become a slogan rather than a safety measure or protection.
