I am a former Assistant Director Of The Intelligence Services Division during the period L. D. C. Herath was the Director Of Intelligence from 1970.I together with many senior Officers received Intelligence training with the Special Branch Intelligence College in Malaysia, thereafter was trained in VVIP Security and was in a team with Sirimavo Bandaranaike along with the late V. T. Dickman, S.K. Chndrasekera from the Police and a team from the Army composed of Denzil Kobbekaduwa and Asian Fernando.

Later I was detailed as a personal security Officer to the Minister of Justice, Public Administration and Finance Felix Dias Bandaranaike and thereafter assigned the task of developing Intelligence in the Northern Province, where the terrorist movement which was quietly but surely expanding with the help of many politicians. Senior Superintendent of Police Mithra Ariyasena and I predicted that the number one target was Mayor Alfred Duraiappah and personally informed him but as a politician he opted to ignore our advice.

MEASURES TO BE ADOPTED BY THE GOVERNMENT

A SECURITY COMMITTEE SHOULD BE FORMED TO ENSURE PROPER IMPLEMENTATION

It should be chaired by a Judge preferably by a Presiding judge and the committee should comprise of Secretary Ministry of Justice, nominees from the BAR Association of Sri Laanka , DIG Police of the Range, Officer-IN Charge Of the Police(in the respective Police Districts.), Director Intelligence, Representative of the Prisons, Secretary of the Courts, a Representative of the Association of Judges and a representative from the Attorney General's Department, Colombo Fire Brigade and from the Department Of Disaster Management.

Monthly meetings must be held to review and ensure implementation and minutes taken and ensure follow up of the minutes. A security Audit should be done to ensure that the threats are exposed and security measures are in place.
