However, MCWD spokesperson Minerva Gerodias, in a statement on Thursday, October 23, acknowledged the city’s concern but defended the increase, saying it was “long overdue.”

It can be recalled that MCWD already implemented an increase in water rates across its service areas. But on September 30, a powerful earthquake struck Cebu City and its neighboring cities and municipalities.
Andales’ resolution cited that this disaster may have caused damage to buildings, displaced families, and disrupted livelihoods.
“Many residents—especially those in low income communities --continue to grapple with the aftermath of the disaster, facing economic uncertainty, emotional distress, and the burden of rebuilding their lives,” the resolution reads.
Andales emphasized that access to clean and affordable water is a basic human right and an essential public service, particularly in times of crisis and recovery.
