Cebu Vice Governor Glenn Anthony Soco has underscored the urgent need for an integrated flood control and drainage master plan, stressing that fragmented approaches cannot effectively address the recurring flooding problems across the province.

Soco raised the issue as the 17th Sangguniang Panlalawigan (SP) prepares to invite Department of Public Works and Highways (DPWH) Region 7 director Danilo Villa Jr. to its September 8, 2025 session to present road project proposals, including flood mitigation efforts, for fiscal year 2026.

In a proposed resolution authored by Board Member Celestino Martinez III, the DPWH will be asked to discuss with Cebu officials the status of ongoing and future projects in the province. The SP stressed that such projects must be coordinated with local government units (LGUs) and secure approval from the SP.
