In an interview on Tuesday, Garcia questioned the administration’s reference to shirt purchases, saying they were reported without supporting documents.

He said his team reviewed the records at City Hall and found a document detailing a shirt purchase for grassroots programs, marathons, fun runs, the Palaro for Muslims Program, and the Sports for All Program. The total cost was P17.8 million for approximately 300 pieces.
Garcia said shirts without collars cost about P500 each, while collared shirts were priced around P600.
“Asa man ang baynte mil ana?” Garcia asked.
“Karon naa natay documents, nga katong giingon ni Archival ug Osmeña mga bakak — these are all fabricated lies to discredit me,” he added.
“PRIVATE CITIZEN MODE”
Garcia said he initially intended to remain out of the public eye, being in “private citizen mode.”
However, he said he could not let so-called “fake news” smear his reputation and honor, which he said he has protected over the years.
He urged the administration to instead focus on governance and let the Commission on Audit (COA) handle post-audit findings.
“Sila, they should just focus on governance. Si Vice Mayor Osmeña, should just focus on legislation, Mayor Archival should focus on executive functions... rather than peddling fake stories and lies,” Garcia said.
He further defended the Bids and Awards Committee (BAC) and other offices involved in the procurement process, stressing that no purchase would push through with exaggerated pricing like P20,000 per shirt.
