Make SALNs easier to get again

There's some good news for graft and corruption watchers; Statements of Assets Liabilities and Net worth (SALN) are accessible again...well, technically.

Before, at least under then Ombudsman Samuel Martires, if any taxpayer wanted to get a SALN of any officials right he or she would have to: go to the particular location of the office or agency of that official, fill up different forms asking for a SALN, justify why you want a copy of someone's SALN, spend for photocopy and certification of that SALN, and wait for a copy of that SALN.

Of course, there was always the chance that the request for SALN will be denied, ignored, or just get "lost" in the bureaucratic process.
