IT-BPM sector drives Cebu office demand

After a subdued close to 2024, the Philippine office market showed renewed vigor in the first quarter of 2025, with provincial hubs, particularly Cebu, posting a robust rebound in demand.

According to Colliers Philippines, the recovery is underpinned by a resurgence in leasing activity from the IT-business process management (IT-BPM) sector and a renewed appetite for pre-leasing, signaling a more optimistic outlook among occupiers.
Data from Colliers Philippines show that Cebu accounted for 36 percent of the approximately 55,000 square meters of office transactions recorded outside Metro Manila in first quarter of 2025 — strengthening its position as the leading office market in the provinces.
The resurgence comes after businesses delayed real estate decisions in late 2024 due to global uncertainty tied to the U.S. elections.
