By his actions in the impeachment proceedings, incumbent Senate President Chiz Escudero has shown he has deteriorated into a trapo and should be replaced.
He has given sufficient basis for the people to lose confidence in him. He has dribbled the articles of impeachment then remanded them to the House in contravention of the "forthwith" command of fundamental law. He has entered into a secret pact with Duterte allies to save his post.
The Philippine government system failed to copy three beautiful features of the U.S. government system. First, that the U.S. president and vice president should belong to the same political party. Second, the vice president shall act as presiding officer of Senate. Third, every two years, we should replace one third of the 24-member Senate so the remaining 16 shall still constitute a quorum, and make the chamber a continuing Congress.
The Philippine Senate with 24 members needs to elect their Senate President. Under Article VI, Section 16, senators shall elect the Senate President. Under Rule 3 of the Senate's Internal Rules, the Senate president shall preside over all sessions, decide all points of order, sign all measures, issue warrants, sign all resolutions, appoint subordinate personnel, dismiss all employees for cause, and increase or diminish the number of personnel.
