CPA given last chance to pursue case vs Rama

The Department of the Interior and Local Government (DILG) has given the Cebu Port Authority (CPA) one last chance to pursue its administrative complaint against former Cebu City mayor Michael Rama, after the agency fell short of procedural requirements.

The case, docketed as OP-IAD-24-E-065, was first set for preliminary conference in October 2025, but was cancelled when CPA General Manager Francisco Comendador III could not present a resolution from the CPA Commission authorizing him to file the complaint.
CPA lawyers also lacked deputation papers from the Office of the Government Corporate Counsel (OGCC), which is required to represent government-owned corporations.
The DILG rescheduled the hearing to December 1-3, 2025, but CPA instead filed an Urgent Motion for Resetting.
Comendador explained that the agency was still in the process of securing the required Commission Resolution and OGCC deputation documents.
