Terrorism is the most important of these threats which is primarily external in origin and was becoming an internal issue too but of equal concern are the dangers of separatism, drug trade and cyber attacks. Cross-border terrorism, radicalisation and conversions are becoming interrelated problems and external funding sustaining them called for a serious attention of our national Intelligence agenciesthe latter were already keeping a close track of the money trail and initiating suitable measures against the concerned elements. On a wider view the new threats reflect the phenomenon that the world has-postCold War-transited to the era of 'proxy wars'. Attempts to destabilise the target country, disrupt the operations of its strategic establishments and damage its economy are now part of a proxy offensive following on the dictum that 'national security was inseparable from economic security'.
