Baricuatro charged over use of SWAT uniform

What looked like a simple birthday greeting has sparked a legal row between Cebu Gov. Pamela Baricuatro and Byron Garcia, the brother of the province's former governor.
He filed an administrative complaint after a photo of Baricuatro surfaced online showing her wearing a Special Weapons and Tactics (SWAT) uniform.
Garcia, brother of former Cebu Gov. Gwendolyn Garcia, who lost to Baricuatro in the May elections, filed the complaint on Nov. 21 before the Office of the Provincial Prosecutor.
