'Deceitful' rapist travelled abroad using secret passport

A CONVICTED rapist travelled abroad on a trip he had not told police about and using a secret passport he had lied about having, a court has heard.

Kiron Chand is required to give police advanced notice of any foreign travel and to notify them of any passport or bank accounts he has as part of being a registered sex offender.

Swansea Crown Court heard the defendant has a history of ignoring or breaching orders of the court, and a judge said he had come to the view that the 36-year-old was a "deceitful and dishonest man".

Ryan Bowen, prosecuting, told the court that in 2009 the defendant was convicted of rape and was sentenced to eight years detention in a young offenders institution and made subject to the requirements of the sex offenders register.

The court heard the rape involved the then 19-year-old Chand "pestering" a woman in Llanelli town centre and making repeated requests for oral sex before throwing the woman to the ground, punching and kicking her to the head, and then forcing his penis into her mouth.

The court heard that as part of the sex offenders notification requirements the defendant must tell police if he acquires a passport, tell them if he opens bank account accounts, and give them advance notice of any overseas travel.
