WHEN I'm eventually elected Prime Minister (sorry, it's taking a little longer than I'd anticipated), I intend to make sweeping changes to the world of television. Not straight away, obviously. No, I'll have a spot of breakfast first.

But once I've done that, the TV revolution will begin. Heavy fines will be imposed, to start with, probably by lunchtime, on actors who mumble incoherently, and on the makers of shows where the background music suddenly gets REALLY, REALLY LOUD for no reason. Overexposed celebrities, seemingly never off our screens, will be set strict limits as to how much airtime they will henceforth be permitted.
