Asking his colleagues to tighten their belts and practice fiscal discipline would not only be deemed to be disloyal to the ANC cause but it would also be a long, arduous route to address the budget deficit.
He had to find a shorter, easier route — increasing the VAT. But when he presented his delayed 2025 Budget he found the short-cut blocked.
