The 20-boat Global Sumud Flotilla, with participants from 44 countries including Ireland, returned to “prioritise safety”.
Facing 55kph winds, organisers said some of the smaller vessels would have been at risk.
The flotilla is the largest attempt yet to break Israel's illegal blockade of Gaza.
