VLADIMIR Putin has been condemned for a “barbaric” attack on Ukraine that left millions without power in subzero conditions.

More than 3,200 buildings in Kyiv remained without heating yesterday in temperatures of -10C, and around 1.2 million properties across the country.
The huge aerial bombardment, described as barbaric by Ukrainian Foreign Minister Andrii Sybiha, came as the first three-way peace talks between Russia, Ukraine and the US ended with no breakthrough.
The talks in Abu Dhabi ended while Russian air strikes targeted Ukraine's energy infrastructure, leaving one person dead and 35 people injured.
Mr Sybiha said Putin had cynically ordered the brutal attack, adding: "It hit not only our people, but also the negotiation table."
