‘Shrinking Yamuna floodplains raise flood risk’

A recent report by the South Asia Network on Dams, Rivers and People (SANDRP) has raised alarm over the declining flood-carrying capacity of the Yamuna floodplains in Delhi, attributing it to a surge in infrastructure projects, widespread encroachments, and poorly planned beautification efforts.
The shrinking capacity, it said, explains the “unconventional” flood levels witnessed in the Capital in July 2023 and again this September ~ despite far lower upstream discharge compared to historic floods.
Using Central Water Commission (CWC) data, the report compared historical and recent flood patterns. On September 3, 1978, a peak discharge of 709,000 cusecs at Hathnikund Barrage (HKB) raised water levels at Delhi Railway Bridge (DRB) to 207.49 metres. In contrast, on July 11, 2023, the Yamuna touched 208.66 metres with only 359,760 cusecs. Similarly, on September 1, 2025, a discharge of 329,313 cusecs pushed levels to 207.48 metres
