Can an employer refuse to accept a resignation request?

I have a friend who submitted her resignation to her employer but the employer refused to accept it.

Instead, the employer said if she does not come to work, they will mark her as absent from work with salary deduction. They may also consider reporting an absconding case against her. Does the employer have the right to refuse to accept the employee’s resignation? Please advise.The employer doesn’t have the right to refuse to accept the employee’s resignation, nor to force the employee to work for him. The resignation should be submitted through the official work email or system in order to be an effective evidence against the employer’s accusations.

The labour law gives both parties of the employment relationship the right to terminate it as per Article 42 of the of the Federal Decree Law No. 33 of 2021 which mentions that the employment contract shall be terminated in any of the following cases:
