Southport girls in 'wholesale failure'

THERE was a “wholesale and general failure” to block the Southport killer despite the “risks that he posed”, the public inquiry heard yesterday.

Chairman Sir Adrian Fulford said the murder of three girls by Axel Rudakubana, then 17, appeared to be “far from” an “unforeseeable catastrophic event”.

He said he posed a “significant risk” yet was able to access “gravely violent material” and buy knives online at a young age.
