Goulden says too many officers are failing to challenge bad behaviour

A FORMER top cop has urged police and prison chiefs to break the bystander culture that can lead to violent deaths.

Graham Goulden, who led Scotland's groundbreaking Violence Reduction Unit, says officers and guards should intervene when they see wrongdoing.

He said violent deaths - such as those of Allan Marshall in HMP Edinburgh and Sheku Bayoh during an arrest - could have been avoided if colleagues had stepped in.

The family of Allan, 30, received an apology last week after a bitter 10-year battle for justice.
