'had Government no choice' but to free inmates early

LABOUR had no choice but to release inmates early to stop the jail system collapsing, according to the Chief Inspector of Constabulary.
Andy Cooke said it was the only solution with prisons full, the probation system understaffed and cases taking too long to come to court.
Mr Cooke said: "I don't really see that the Government had any other choice because police won't stop arresting people.
"There is always a risk involved It does place a big responsibility on the rest of the system including probation and policing to make sure communities are safe."
