Council ask woman to remove caravan
Accrington Observer
|June 06, 2025
A WOMAN who is well known for her entertaining Christmas and Halloween displays has been ordered to move her caravan because it is 'obstructing' a highway but she says the road 'leads to nowhere!
Rishton resident Victoria Proctor says Lancashire County Council sent her a letter stating her caravan and fencing she had put up on Sands Road was 'obstructing' the adopted highway and 'represents a hazard to highway users'.
Lancashire County Council have instructed that she moves the caravan and say access needs to be maintained should it be needed for emergency vehicles or any other use.
Victoria has also been using Sands Road to put up Halloween and colourful Christmas decorations for a number of years to bring the community together and raise funds for St Peter and St Paul's Parish Church.
Victoria does not live in the caravan and she used it for holidays, but over the last two years she has not been able to use the caravan after becoming unwell.
Victoria, who runs Cian's Comforting Creations, said: “I am very disappointed.
“This road goes nowhere and they haven't offered any other alternative.
