Children’s home bid for town property
Accrington Observer
|November 07, 2025
ANOTHER family house in a town has been earmarked to be turned into a small children’s care home.
Edward Smethurst of Altham-based Prosperity Children’s Services Ltd, wants to convert 4 James Avenue into a detached three-bedroom residential property in Great Harwood.
A supporting statement details: “This application seeks planning permission for a change of use from a residential dwelling to a residential care home for one child.
“Care will be provided by two carers, who will be present in the home on a rolling basis.
“There are no external alterations proposed to the building, and the dwelling will retain its domestic character and appearance.
“The proposal has been developed with full regard to Hyndburn Borough Council’s Children’s Care Homes Supplementary Planning Guidance.
