Although the phrase “beautiful inside and out” has become cliché, it is the most apt description of her. She has served as the congresswoman of her native city Ormoc in Leyte since 2010. During her watch, Ormoc bore the brunt of super typhoon Yolanda (international name: Haiyan), one of the strongest tropical typhoons on record. Lucy and her husband, Mayor Richard Gomez, have made it their mission to rebuild what has been lost; and today, Ormoc is on its road to recovery.
