According to radio reports, enforcers from the Department of Transportation's Special Action and Intelligence Committee for Transportation (DOTr-SAICT) stopped a convoy composed of a black Toyota Hiace van, a black Ford Ranger pickup with blinkers and two motorcycles during an operation at the EDSA Bus Carousel's Ortigas station.
Enforcers and reporters covering the operation attempted to talk to the drivers of the two cars. The driver of the van rolled down his window, but the entire convoy later drove off without receiving a traffic citation ticket.
