DSWD rolls out 'Pag-abot' to address street-dwelling

The Department of Social Welfare and Development (DSWD) has offered the Cebu City government a comprehensive approach to the city's long-standing problem of street dwellers.

Through its Pag-abot Program, the DSWD aims to provide a sustainable, rights-based response to homelessness in urban areas.

Mayor Nestor Archival acknowledged that the city has struggled with the issue for years, noting that food and shelter remain among the most urgent needs for vulnerable individuals and families.

Archival expressed gratitude that the DSWD is stepping in with concrete support. He said the former quarantine facility at the South Road Properties (SRP)—used at the height of the COVID-19 pandemic—has been cleaned up and repurposed as a temporary shelter for the homeless.

DSWD-7 Regional Director Shalaine Marie Lucero explained that Pag-abot, which literally means “to reach out,” is a rights-based intervention institutionalized through Executive Order No. 52 in January 2024. The program operates year-round nationwide and emphasizes voluntary engagement rather than coercion.
