From all indications, it does not look like she is conceding.

Whoever thinks that Gwen is now out of the political picture in the province of Cebu is politically naïve. Read carefully her statements, and you will know she does not intend to fade into the night. Mark my word: she will continue to fight tooth and nail.

She remains the leader of the biggest local political party in the province. She still has the backing of all the mayors, except Danao's. She has all the district representatives. No one among the members of the Provincial Board is a member of PDP, the governor-elect Pam Baricuatro's party. In other words, Gwen can still make life extremely difficult for Pam.
