Meta and TikTok have successfully challenged a European Union plan to impose new fees on large technology companies, marking a significant setback for EU regulators who have sought to make Big Tech shoulder more of the costs of digital oversight.

The ruling, handed down by the EU's General Court in Luxembourg, temporarily halts one of Brussels' most ambitious efforts to shift regulatory funding burdens onto the firms it polices.

THE EU'S TECH FEE PLAN

The proposed fees were part of the EU's broader enforcement of the Digital Services Act (DSA) and Digital Markets Act (DMA), sweeping regulations aimed at curbing harmful online content and reining in the power of so-called “gatekeeper” platforms. Under the scheme, companies meeting certain thresholds of users and revenue would have been required to pay annual fees to cover the costs of monitoring compliance.

Meta and TikTok, both designated as gatekeepers under the DMA, argued that the fees were disproportionate, discriminatory, and lacked clear legal basis. They contended that Brussels was essentially taxing them for being large platforms while failing to apply the same rules to smaller rivals that also require oversight.
