OTHER governments are deciding what AI means as a policy. The Philippines is still deciding whether to decide.
Malta announced this week that it would give ChatGPT Plus to every citizen. Not as a pilot and not for civil servants or students or some narrowly defined beneficiary group — for everyone with the government picking up the tab. The framing was artificial intelligence (AI) literacy. The actual message was simpler: This is a utility now, and we're treating it like one.
The Philippines has not made that call. Most countries haven't. But the gap between governments that are deciding and governments that are waiting is starting to matter in ways that are difficult to reverse.
